The Queen is not just the Queen of England. She’s the titular head of state of 15 “realms” in the commonwealth. She is not the head of state of other countries, but the for political and cultural reasons some countries still associate themselves as part of the Commonwealth. Alas, some members are not quite as protective of the human rights of their LGBT citizens as others.
